I feel like this issue stepped it up by making it more action packed. It is still very wordy and I still feel like all those words are not entirely necessary, but the action involved was dynamic and interesting, but also difficult to see in some points. The battle with Batman and the police squad was cool, but there were panels where I was not sure who was moving where and what was hitting what. The last battle with the Joker in the fair was also entertaining, but for the most part I have no idea what Robin was doing during her fight scenes. It is this kind of inconsistency that really puts me in an odd place with this book. I appreciate all that is doing, and when I think about it being one of the first to do that I have such an appreciation for it, but I feel like I can get a similar story or even a worse story with better methods of the storytelling. The story it is telling is great, but it's having problems achieving it. I feel like this really wants to tell the story of Batman's psyche and what years of being a vigilante has done to him, but I feel like it never really delves into it more than just showing his body hurting. They want to pose the question about Batman being above the law and whether it is worth it, but I feel like we never see Batman being a detriment to others besides being a beacon for all the crazies to come out. All the crazies being inspired by him is also a very interesting point, but I feel like we never delve into how Batman feels about this, only the media who's views are consistently convoluted.
I think the plot just could have been refined. When you think about it there is not really a solid arc to all of this. Batman comes out of retirement and people are don't know how to feel about it. Along the way Batman fights some crime. It seems to all be a series of almost random events occurring, that are not necessarily all connected other than the fact that Batman is dealing with it and t brings up philosophical questions. But there is no solid plot line to be following from the beginning to the middle to the end.
